Jean-Guy Fréchette

As Co-Founder and Principal Strategist at Ursa Group, Greg brings deep experience from inside government and a reputation for providing clients with creative, steady-handed counsel that helps turn big ideas into action, often in the most sensitive political environments.
Having spent over a decade at the heart of Ontario politics, including as Senior Policy Advisor to the Premier, Greg understands how decisions are made and the many paths they can take. He understands the mechanics of policy, the human dynamics of government, and the art of navigating competing interests to find common ground.
Greg’s approach is rooted in partnership. He works closely with clients to uncover strategic opportunities, manage risk, and build practical roadmaps for achieving goals. Denys Giguère

As Principal Consultant in Strategic Management at Ursa Group, Denys helps organizations navigate some of the most regulated, complex, and politically sensitive spaces in public policy: education, language rights, and intergovernmental relations.
With nearly 30 years of experience in Ontario’s education sector, involving more than 10 years in senior leadership positions, Denys brings unmatched expertise and hard-won insight to every client relationship. He understands not only the formal structures of education policy and funding, but also the human relationships, institutional histories, and unwritten rules that shape decision-making.
Clients trust Denys for his calm, collaborative approach and his ability to translate big ambitions into clear, credible, and fundable strategies in education, minority-language rights, and federal-provincial negotiations.
Whether guiding strategic planning, advising on regulatory environments, or managing delicate conversations across levels of government, Denys brings a rare mix of diplomacy, deep technical knowledge, and genuine care for the future of public education.
Throughout his career, including as Assistant Deputy Minister of French-language education in Ontario, official spokesperson and communications lead at the Ontario College of Teachers, and chief provincial negotiator in federal-provincial education funding agreements, Denys has helped shape some of the most significant developments in French-language and minority education in Ontario and Canada.
